都江堰至四女人山山地轨道交通扶贫项目（项目名称）已由四川省生长和刷新委员会（项目审批、批准或备案机关名称）以川发改政策函[2018]1458号、川发改基础[2019]69号、川发改基础[2020]490号（批文名称及编号）批准建设，，，，，，项目业主为四川都金山地轨道交通有限责任公司，，，，，，建设资金来自企业自筹（资金泉源），，，，，，出资比例为100%，，，，，，征集人为四川都金山地轨道交通有限责任公司，，，，，，现对该项目的地面及高架车站站房看法计划设计举行果真征集。。。。。。
The Mountain Rail Transit Poverty Alleviation Project from Dujiangyan to Siguniang Mountain (project name) has been approved for construction by the Sichuan Provincial Development and Reform Commission (name of the Project examination, approval, or filing authority) with CFGZCH[2018]No. 1458, CFGJC[2019]No. 69 and CFGJC[2020]No. 490 (approval name and serial number). The Project owner is Sichuan Dujin Mountain Rail Transit Co., Ltd., and the construction fund is self-raised by the enterprise (fund source), with a capital contribution ratio of 100%. The host is Sichuan Dujin Mountain Rail Transit Co., Ltd., and the conceptual scheme design of the ground and elevated station buildings of the Project now opens for solicitation.

1.项目建设所在：成都会、阿坝藏族羌族自治州。。。。。。
1. Project construction site: Chengdu City, Aba Tibetan and Qiang Autonomous Prefecture.
2.项目建设规模：本项目拟设起点于成灌高铁都江堰站周围，，，，，，经虹口、龙池、映秀、耿达、卧龙、止于阿坝州小金县四女人山镇。。。。。。线路正线长约为124.53km，，，，，，新建桥梁34013米/26座，，，，，，桥梁占正线线路长度的27.3%。。。。。。新建隧道88642米/26座，，，，，，占正线线路长度的71.18%。。。。。。全线新建车站11座（都江堰、永丰、蒲阳、虹口、龙池、映秀、耿达、卧龙、邓生沟、巴朗山、四女人山站），，，，，，车辆基地1座。。。。。。拟接纳最高设计行车速率120km/h、轨距为1000mm的双线米轨计划。。。。。。
2. Project construction scale: Planned to start near Dujiangyan Station of Chengdu-Dujiangyan High-speed Railway, the Project passes through Hongkou, Longchi, Yingxiu, Gengda, Wolong, and ends at Siguniangshan Town, Xiaojin County, Aba Prefecture. The main track of the line spans a distance of 124.53 km, with 34,013 m/26 new bridges, and the bridges account for 27.3% of the length of the main track. 26 new tunnels of 88,642 m will be built, accounting for 71.18% of the length of the main track. 11 new stations (Dujiangyan, Yongfeng, Puyang, Hongkou, Longchi, Yingxiu, Gengda, Wolong, Dengshenggou, Balang Mountain and Siguniang Mountain stations) and one rolling stock base will be newly built along the line. It is proposed to adopt a two-line meter gauge scheme with a maximum design speed of 120 km/h and a gauge of 1,000 mm.
都四项目地面及高架站共设8个站，，，，，，从都江堰到四女人山偏向依次为虹口、龙池、映秀、耿达、卧龙、邓生沟、巴朗山、四女人山。。。。。。
There are a total of 8 stations on the ground and elevated stations of the Project from Dujiangyan to Siguniang Mountain. From Dujiangyan to Siguniang Mountain, the stations are Hongkou, Longchi, Yingxiu, Gengda, Wolong, Dengshenggou, Balang Mountain and Siguniang Mountain successively.
3. 征集规模：本次征集规模为上述8个站点的看法计划设计。。。。。。其中重点是耿达、卧龙、巴朗山站。。。。。。
3. Solicitation scope: The solicitation scope is the conceptual scheme design of the aforementioned eight stations, with focus on Gengda, Wolong, and Balang Mountain stations.
4.标段划分：本次按1个标段举行征集。。。。。。
4. Division of bid-section: This solicitation is carried out as one bid-section.
三、应征人资格要求
III. Applicant qualification requirement
1.资质要求：应征单位应具有自力法人资格。。。。。。如为中国境内设计单位，，，，，，须具有修建行业（修建工程）乙级及以上工程设计资质。。。。。。如为中国境外（包括外洋及港澳台地区）设计单位，，，，，，应当凭证中华人民共和国有关执法、规则治理响应的市场准入手续。。。。。。
1. Qualification requirements: The applicant unit must have independent legal person qualification. If the applicant is a domestic design unit, it must possess the Grade B or above qualification for engineering design in the construction industry (construction engineering). If the applicant is a design unit outside of China (including foreign countries and Hong Kong, Macao and Taiwan regions), it should go through the corresponding market access procedures in accordance with the relevant laws and regulations of the People's Republic of China.
2.业绩要求：应征单位应至少提供1项近五年（2017年1月1日至应征阻止时间，，，，，，以条约签署时间为准）正在设计或新承接至少1个车站站房或大型公共场馆（候机厅、候车厅、体育场、音乐厅、博物馆等）看法计划或计划设计业绩。。。。。。
2. Achievement requirements: The applicant should provide at least one conceptual scheme or scheme design proof achievement of station building or large public venue (airport departure lounge, waiting hall, stadium, concert hall, museum, etc.) being designed or newly undertaken in the past five years (from January 1, 2017 to the application deadline, subject to the contract signing time).
3.设计总认真人资格要求：
3. Qualification requirements for chief designer
（1）境内应征人设计总认真人：须具备中华人民共和国的一级注册修建师资格，，，，，，至少担当过1个类似项目的设计认真人。。。。。。
(1) Chief designer of the domestic applicant: must possess the Register Qualification Certificate of Constructor of the People's Republic of China and has served as the responsible designer of at least one similar project.
（2）境外或港澳台应征人设计总认真人：须具备响应修建师资格，，，，，，至少担当过1个类似项目的设计认真人。。。。。。
(2) Chief designer of the applicant outside of China (including foreign countries and Hong Kong, Macao and Taiwan regions) : must possess the corresponding constructor qualification and has served as the responsible designer of at least one similar project.
（类似项目是指车站站房或大型公共场馆（候机厅、候车厅、体育场、音乐厅、博物馆）看法计划或计划设计）
(Similar project refers to the conceptual scheme or scheme design of station building or large public venue (airport departure lounge, waiting hall, stadium, concert hall, museum, etc.))
4.本次计划设计征集不接受团结体应征。。。。。。

All applicant units which are interested in participating in the scheme application should check the official websites of China Tendering and Bidding Public Service Platform (website: http://www.cebpubservice.com/), Shudao Investment Group Co., Ltd. (website: ), and Sichuan Shudao New System Rail Group Co., Ltd. (website: https://www.scgdjt.com/) from May 16, 2022 onwards to acquire the solicitation s for free.

2. Schematic design and submission of deliverables
应征文件递交的阻止时间：2022年6月30日9时30分（北京时间），，，，，，递交所在为：四川304永利集团唯一新制式轨道集团有限责任公司本项目开选室（四川省成都会锦江区三色路163号银海芯座B座20层），，，，，，计划现场先容和说明7月1日14时举行（提前准备PPT），，，，，，先容时间控制在10分钟以内。。。。。。逾期送达或者未送达指定所在或者不凭证征集文件要求密封的应征文件，，，，，，征集人将予以拒收。。。。。。
Deadline for submission of application s is: 9:30 on June 30, 2022 (Beijing time), and submission is: Project Selection Room of Sichuan Shudao New System Rail Group Co., Ltd. (20F, Tower B, Yinhai Star, No 163 Sanse Road, Jinjiang District, Chengdu City, Sichuan Province). The on-site presentation and explanation of the scheme will be carried out at 14:00 on July 1 (PPT is prepared in advance), with the presentation time controlled within 10 minutes. The host will reject application s that are overdue or not delivered to the designated place or not sealed as required in solicitation s.

五、征集用度支付
V. Payment of solicitation fees
1.本项目地面及高架车站站房计划征集分为两阶段征集，，，，，，第一阶段评选不凌驾6名应征人入围举行计划深化设计，，，，，，第二阶段针对深化的计划设计评选出1~3名。。。。。。
1. The scheme for ground and elevated station buildings of the Project is solicited in two stages. In the first stage, no more than six applicants will be shortlisted for the in-depth design of the scheme, and in the second stage, one to three applicants will be selected as winners for the in-depth scheme design.
2.第一阶段按综合得分由高到低综合合得分75分以上的前六名为第一阶段中选候选人，，，，，，加入第二阶段的深化设计；；；；；；；；缺乏六名按现真相形确定；；；；；；；；缺乏3名得分75分以上的应征人时，，，，，，不推荐中选候选人。。。。。。第一阶段入围的应征人，，，，，，只有在第二阶段凭证征集人要求递交了计划文件时，，，，，，才华获得此用度。。。。。。
2. In the first stage, the top six applicants with a comprehensive score over 75 points from high to low are the candidates which are selected in the first stage and will participate in the in-depth design in the second stage; if there are less than six qualified applicants, they will be determined according to the reality; if there are less than three applicants with a comprehensive score over 75 points, no selected candidate will be recommended. Applicants shortlisted in the first stage could only receive the fees after they submit the proposal s in accordance with the requirements of the host in the second stage.
3.第二阶段针对入围的应征人的深化计划设计评选出1~3名，，，，，，第一名酬金180万元，，，，，，第二名酬金80万元，，，，，，第三名酬金50万元（酬金均不包括第一阶段入围奖30万元），，，，，，第一名作为中选人完成深化设计，，，，，，全历程配合结构设计单位完成站房设计（不另外支付用度），，，，，，第二名、第三名凭证征集人要求配合好第一名开展事情（不另外支付用度）。。。。。。
3. In the second stage, one to three winners among shortlisted applicants will be selected for the in-depth scheme design. The first-place winner will gain 1.8 million yuan, the second-place winner will acquire 800,000 yuan, and the third-place winner will receive 500,000 yuan. (This compensation does not include 300,000 yuan for the shortlisted applicants in the first stage.) The first-place winner, as the selected agency, will complete the in-depth design and cooperate with the structural design unit to complete the station building design throughout the entire process (with no additional fee paid). The second-place and third-place winners should cooperate with the first-place winner in work as required by the host (with no additional fee paid).
4.征集人在后续对中选设计计划举行最终优化设计时，，，，，，可能部分接纳应征人所提交的设计计划、设计理念、设计元素等计划相关内容，，，，，，应征人响应本征集文件即视为赞成并认可征集人使用己方所提交计划设计文件；；；；；；；；且应征人应无条件赞成并包管征集人免受第三方关于侵占设计权、专利权、商标权或其它知识产权的指控、起诉、索赔或投诉等任何权力主张；；；；；；；；任何第三方若是提出侵权指控、起诉、索赔或投诉等权力主张，，，，，，该应征人应与第三方谈判并肩负 ？？？？？ ？？赡鼙⒌囊磺兄捶ㄔ鹑我约霸斐傻男Ч陀枚龋，，，，，并赔偿征集人的一切相关损失。。。。。。
4. Upon ultimate optimization design by the host subsequently for the selected design scheme, it may adopt relevant contents such as design scheme, design concept, design elements related to the scheme submitted by applicants in part. The applicant’s response to the solicitation s is deemed as permitting and acknowledging the host to use scheme design s submitted by them; and the applicant must unconditionally agree and guarantee that the host will be exempted from allegations, lawsuits, proceedings, complaints or other claim for rights of any infringement on design rights, patent rights and trademark rights or other intellectual property rights by any third party; if any third party files any infringement allegation, lawsuit, proceedings, complaints or other claims for rights, the applicant should negotiate with the third party and bear all possible legal responsibilities, consequences and expenses that may incur and compensate the host for any related losses.
5.计划服务费均为含增值税含税价，，，，，，在支付用度之前，，，，，，应征人都应向征集人提供增值税专用发票。。。。。。
5. The scheme service fee is the price including VAT. Before paying the fee, the applicant should provide the host with a special VAT invoice.
